Requirements resulting from any route/bridge/utility surveys may alter cost of estimates. Costs incurred in the customer/shipper authorized application for permit pre-approval. Including but not limited to route/bridge/utility surveys will be payable by the customer/shipper, regardless as to whether the permits are ultimately approved or denied.
